DR. FRANK A. JONES, III
Dr. Frank A. Jones, III is the Pastor and Founder of City of Refuge Ministries in White Castle, Louisiana. He is the husband of Felisha Nelson Jones for 32 years and the father of three amazing kids Raven, Stephen, and Bryanna Jones. Along with three wonderful grandkids. He is an accomplished Pastor, preacher, and teacher whose ministry has spanned more than three decades. As a Kingdom gift, his ministry has impacted lives globally. He is renowned for his counsel to many sons and daughters in the faith as well as generations of civic leaders. He believes that all the cures to society’s ills can be found in the Word of God, and that true Victory and Success begins from within.

Dr. Frank A. Jones, III is the Pastor and founder of the City of Refuge Church, a cutting-edge ministry, located at 32925 Bowie Street-White Castle, Louisiana. Dr. Frank Jones is a dynamic preacher and teacher of the Word of God with a unique anointing that unfolds the Word of God to all ages and ethnicities. He is a respected community voice and strong spiritual leader. Through his leadership, the City of Refuge has grown from eight people to its present membership, approximately one-third the town of White Castle’s population in 20 years.
Dr. Jones received his training in Pastoral Studies and Biblical Theology at World Evangelism Bible College and Seminary in Baton Rouge, LA and continued his education at Hope Bible Institute where he received his bachelor and master degree in Theology and Religious Studies and doctorate degree in Biblical Psychology. Dr. Jones is a proud member of MOVE (Ministers of Vision Evangelical) under the leadership of Bishop Raymond Johnson of the Living Faith Cathedral.
Dr. Jones is the husband of the lovely Felisha Nelson Jones for twenty-eight years. They have three beautiful children Raven, Stephen and Bryanna Jones and two grandchildren Ro’Shawn and Riyah. His mission and mandate by God is simply to minister to every aspect of man.
OUR VISION
The City of Refuge is a place where God’s presence is experienced, His anointing flowing and His power manifested. Men and Women of all nationalities, creed, and color worship in unity.
It is a place where the broken hearted is mended, the sick healed, the bound loose; where the whole man: spirit, soul and body is ministered to. It is a place where the rejected soul can find acceptance. The City of Refuge is used to reach a world, fulfilling Mark 16:15 “…Go ye into all the world and preach the gospel to every creature.” It is a place where those who have made past mistakes are rehabilitated, preparing them to be an asset to society. Marriages are strengthened; leaders developed, and societies changed by the eternal Word of God. It is a place of reconciliation fulfilling II Corinthians 5:18.
